I have done some research though Google and Wikipedia, but lack a total current local perspective, can anyone elaborate or offer someone insight on this topic.
A hoody is a teen boy [usually age 13-16 but sometimes a bit older]. Such a person wears a track suit and the top has a hood attached. They wear the hood up to hide their identity from other teens [gangs] and from CCTV coverage.
Hoodies are disliked even hated here in UK.
Give you an example of the serious damage these freaks to do our economy.
A year back, a major shopping mall [centre] on the outskirts of London called Blue Water near Dartford, decided that it had had enough of hoodies hanging about the place. The security force there banned all hoodies – anyone looking like a hoodie was sent packing. Result – sales at Blue Water increased by 25% – yes, a staggering 25% increase in sales/turnover by just getting rid of hoodies.
There’s a town south of London, name of Croydon. It is full of hoodies. Result, local steet markets have few customers, shops are closing etc.
Obviously the town mayor has not had the news. Get rid of hoodies and the crowds will flood back.
People do not spend money if they feel threatened or unsafe.
Get on message and get rid of the problem and the economy will take care of itself. Well, most of the time anyway.
If you see a hoodie, pull his hood back down over his shoulders, spin him round and kick his buttttt! Don’t let them take over your town.
Someone who walks around with their hood up and generally hide their face when it really isn't necessary.
It makes them look quite threatening. Sometimes they go round in groups of people.
Just trying to look intimidating and mysterious.

A word the media made up for people to be scared of youths. Generally they were hoods and to other people the could find it intimidating, therefore u cannot wear hoods in public these days.

It doesn’t just mean someone wearing a sweatshirt with a hood, it’s more than that.
When you get mugged or stabbed or see someone on CCTV running away from the scene of a crime it is almost impossible to identify someone if they are wearing a sports brand hooded top obscuring their face. To add to this, it has become almost uniform among certain groups of people to wear identical outfits so that the police cannot make a positive ID.
People are therefore threatened by groups of these young men hanging around even if they are wearing the outfit for fashion reasons as it suggests that they may be part of a gang who doesn’t want to be identified by the police.
