Most of the sites only accept banners for a fee. Many sites earn by posting other people's banners on their site, and if they give it to you for free, then that's lost income for them.
If they will accept your banner to run on their site for free, it will have to be because of some reciprocal arrangement
You can try the free banner exchange sites where you show your banners in other participating sites in exchange for them showing their banners on your site (tit-for-tat arrangement). This means that other people possibly offering the same type of service or business opportunity as you are will be given exposure on your website. Here are some of them:
